The Freelance Document lets Saudis work for themselves in set fields without a commercial registration, through the freelance platform of the Ministry of Human Resources. But a document holder is not an employee: the Labor Law does not protect them as it protects workers, and their rights with a client are set by the contract. Here is what the document gives you legally, what it does not, and how to protect your rights.
What does the document give you?
- Legal standing to practise freelance work in the fields listed on the platform.
- The ability to contract with individuals and businesses and issue invoices in your name.
- Easier access to some services, such as accounts and financing, depending on each provider's policy.
The document's conditions, term and fields are set by the freelance platform and may change; check the official platform.
Document holder versus employee
| Freelance document holder | Employee | |
|---|---|---|
| Governing rules | The contract with the client and the Civil Transactions Law | the Labor Law |
| End-of-service award | Not due | Due under the law |
| Leave and overtime | Only as agreed | Legal rights |
| Disputes | The competent court depending on the contract | Amicable settlement, then the Labor Court |

Note: if a "freelance" relationship is in reality work under a body's direction and supervision, with fixed hours and pay, it may count as employment despite its label.
How to protect your rights as a freelancer
- Write a contract for every project: scope, deliverables, timeline, price, payment dates and number of revisions.
- Ask for an advance payment, and tie delivery to payment milestones.
- Set who owns the intellectual property and when it passes to the client.
- Issue an invoice for every payment, and keep the correspondence.
- If a client pays late, send a written notice. Read a legal notice template.

To collect what you are owed read debt collection, and to protect your ideas before presenting them read non-disclosure agreements.
Frequently asked questions
Is a freelance document holder entitled to an end-of-service award?
No, because they are not a worker under the Labor Law, unless the relationship is proved to be employment in reality.
The client refused to pay after delivery. What should I do?
Claim in writing, then sue for the amount based on the contract, the correspondence and proof of delivery.
Do I need a commercial registration as well?
The document replaces a registration for the listed activities; expanding into a business needs a registration.
