Non-Saudis can own property in the Kingdom under the law on property ownership by non-Saudis and its rules, which set who may own, where and for what purpose. A new law widened ownership within zones and conditions set by the authorities. Rules and their application change; check the current official text and REGA's guidance first.
Who may own?
| Category | General framework |
|---|---|
| Legal resident | Property for his own residence, within the rules |
| Licensed foreign investor | Property needed for the licensed activity |
| Non-resident | As the new law and its zones allow |
Makkah and Madinah have special, stricter rules.
Checklist before buying
- Confirm eligibility for the location and purpose, and obtain approvals.
- Check the deed. Read checking a deed.
- Know the costs, including real estate transaction tax.
- Make completion conditional on approval in the contract.
- Register the transfer formally.
Avoid nominee arrangements
Registering property in a Saudi's name for a foreigner risks losing the money and may amount to concealment.
