The Wage Protection System (نظام حماية الأجور, WPS) is a programme launched by the Ministry of Human Resources and Social Development to check that private-sector workers are paid on time and in the amounts agreed. Businesses must upload their payroll files electronically, and violations are flagged automatically. It matters to workers because it records their salary, and to employers because breaching it leads to sanctions. Here we explain how it works, the common violations, and how a worker can use it to claim what is owed.

How does the programme work?

  1. The business pays wages into the workers' bank accounts.
  2. The business uploads its monthly payroll file through the approved platform.
  3. The data is compared with the documented employment contracts and the social insurance (GOSI) records.
  4. Late payment, underpayment or failure to upload is flagged, and measures are applied to the business in breach.

Common violations

ViolationEffect
Paying wages lateSanctions on the business, and the worker's right to claim
Paying less than the wage recorded in the contractThe worker is owed the difference, and it may be grounds to leave work while keeping their rights
Not uploading the payroll fileMeasures and restrictions on the business's services
Paying wages in cash outside the systemWeakens the employer's own proof of payment

Sanctions and compliance details are set by Ministry decisions and are updated, so check the official source.

How does it help the worker?

  • Proof of wage: the uploaded payroll records are evidence of the actual amount and the payment dates.
  • Claiming arrears: late wages are a legitimate ground for a complaint, and may be a ground for transferring your services to another employer. Read about the sponsorship (kafala) system.
  • Leaving work while keeping your rights: non-payment of wages is one of the cases in Article 81. Read Article 81.

How to check your recorded wage

  1. Check your registered employment contract on the official platform (Qiwa) for the basic wage and allowances.
  2. Compare what reaches your bank account with the contract, month by month.
  3. Check the wage recorded for you with social insurance (GOSI); a lower figure hurts your pension and award.
  4. If there is a difference, ask the employer in writing to correct it, then complain through official channels if they do not.

Platform names and services are updated; check the official source.

Frequently asked questions

My salary is two months late. What should I do?

Document the delay, file a complaint through the Ministry's channels, then go to amicable settlement and the labour court if needed. Read filing a labour claim.

My employer records a higher salary in the system than it actually pays. What is the position?

That is a violation, and what counts is what can be proven to have actually been paid. Keep records of what you receive, and get advice before signing any final settlement (clearance).
